Amount of subforums

Can I ask why there are so many small subforums all over the place?

I see so many subforums that only have 2 threads and it makes it really hard to easily scan through a category to see if I'm interested in the topics. It's especially frustrating because some categories have fewer subforums per page and the pages aren't even permanent so if I accidentally click a subforum or link on page 4 it launches me back all the way to the front page. If there aren't enough threads to sustain a subforum don't make it.
