The information has been added to the community guidelines, you need to expand the point on Different ways of reporting someone’s behavior in the community from that link

To actually do it, on the website the easiest way to open the help desk is clicking on your profile picture and then choosing support near the bottom. Submit a request is at the top right hand corner of the help desk.

If this doesn't answer your question let me know what I'm missing.

Oh, I guess sharing the original post is helpful too. I do find it a bit cumbersome to dig out though, I find the guidelines have an easily accessible link.
