This sounds like a serious medical problem--you should see your primary care physician about it ASAP.

While most people are suggesting that its a problem with your foreskin or that you have a STI, which are possibilities that you should consult a doctor about (trust me they have seen it all), another possibility is that your hands are too calloused or everything is too dry. Maybe try adding some sort of lubricant into the mix if you haven't tried that already.

Well I can't see a urologist because my parents insurance does not cover specialists. I'll ask my primary care physician about it on the next appointment, though that might be a while. I tried using lotion and wet hands, and then in the shower, but no luck. It still hurt a ton, tears were shed. I'm afraid about getting a circumcision because I heard it hurts a ton and it stings to urinate and just makes you all over sick for a long time. I would rather give up libido than have my willy mutilated. Thanks for the help guys. I don't think its an STI for obvious reasons... If you know what I mean

It sounds like the foreskin is just to tight, it can be stretched and you won't need a circumsition, just keep pulling it, not so far that it hurts but enough so it stretches, many men have this problem.
