I'll accept this answer as it fits the riddle. The answer I was looking for was "aging".

Of course I didn't think about aging and its clearly the best answer. If anyone was underwater they would be holding their breath but still aging. I'd say I was wrong with the answer.

It's regarding the lunar month. It takes the moon 28 days to orbit around Earth. So, if you see a full moon on Day1, the next full moon you'd see is on Day 28. Hence, we say the moon is being reborn every month.
What has a head and tail, but no legs?
A Coin
A king, queen and two twins all lay in a large room. But there are no adults, teens or children in the room. How is this possible?
