When you find that your emotions are interfering with your daily life, and preventing you from doing the things you normally do, that's usually a good time to sit down and think introspectively. When did it start? Did something cause you to suddenly feel this way? If you feel as though you can't live a normal life because your feelings take over, that's probably the time to start getting physiological help, though talking to a counselor also may help. It's dependent on the situation, and takes a lot of self-talk to know one way or another.

When you're ready, if you're not ready to think that you need that help then one day you will or one day you won't, but when you're ready and comfortable and feel like you need and want that help, do then seek the help!

When it begins to create problems in your life. For e.g. your daily routine is obstructed by your psychological problems. Or if you fear that it is quickly worsening or afraid of what it will lead to. And if in doubt, go for at least a check up. It's always best to play it safe.
