I guess when a person experiences cultural shock, it also means that the person is out of his/her comfort zone. Anybody, when out of his/her comfort zone, does have a higher level of anxiety. It is normal to feel like that because the environment that we are used to is out of reach.

I'm not sure that anxiety is anything you can control. It comes from stressors placed on an individual--and being placed in a new culture could certainly offer stress. Anxiety is more like a FLU, it has to run its course--but innate coping mechanisms and coping strategies can certainly help navigate it.

"Culture shock is the personal disorientation a person may feel when experiencing an unfamiliar way of life due to immigration or a visit to a new country, a move between social environments, or simply travel to another type of life." Now, we feel anxious when we see that things are getting out of control. In a cultural shock when face unfamiliar situations, you feel out of control and hence more anxious than usual. But don't worry, it's very normal. Remember that different people and culture won't bite, take a breath and explore the new culture :)

Because during this your heartbeats fast your breathing gets faster and you are just feeling shocked which will lead to anxiety so it is hard to control anxiety at that time

Your body and mind are exposed to a situation that you haven't faced before, it's normal to fear what we don't understand. Cultural shock travels in 3 phases, like a U, The beginning starts with the shock, disbelief, confusion, anxiety then it goes into a plateau phase of understanding new cultural backgrounds, practices before going upwards into acceptance and euphoria. It's a very fulfilling experience, don't deny yourself of it :)

Anxiety is caused by overwhelming feelings, so when you are shocked the feeling of anxiety may be so strong and overwhelming that it is difficult to control.
