Does scratching count as self harm if I don't bleed?

Self harm = deliberate injury to oneself. If you're hurting yourself on perpouse then yes you're self harming.
Yes, because then you add fuel to the fire to scratch deeper and that is not ok. Always try to keep away from self harm at all cost no matter how small it is

I think it depends on why you are doing it. If you are scratching because something is itchy, then it probably isn't self harm. But if you are scratching deliberately to cause yourself pain, it may be self harm- no matter whether it bleeds or not.
Yes, it still counts. Anything that is doing harm to your body is considered self harm, even if it's just small scratches.

i would say yes it does, as its still a release to yourself, (inflicting) even if there are no physical sign of hurt/damage.
If you were scratching with a harmful purpose, then yes. Squeeze an ice cube in your fist and doodle wherever you want to cut, make sure to use non-toxic markers though.

Every act committed with the intention of deliberately inflicting pain and damage to one's own body can be considered an act of self-harm. Self-harm most often refers to cutting, burning, scratching, and other forms of external injury. However, it can also refer to internal or emotional harm, such as consuming toxic amounts of alcohol or drugs or participating in unsafe sex.
Often, people who self-harm feel that doing so helps them release their ovewhelming feelings. Over time however, those emotions of sadness, anger, anxiety - often along with additional feelings of guilt and shame - will continue to be present, and may even worsen. It is therefore very important to learn healthier coping mechanisms, and seeking the help of a professional may be a very good idea.

It is considered self-harm because you are hurting yourself. Although It doesn't bleed, if you are damaging tissue and it is used as a coping method, it is considered self-harm. If you are struggling with SH, don't hesitate to get in touch with someone you trust. If someone doesn't listen, keep trying until someone does. Holding an ice cube and holding it stimulates the same feeling of self-harm, but it doesn't hurt your body. For me, drawing on my arms helps me. So, I think that you should try and reach out to someone. If you are struggling, reach out to a hotline.
