Sleep is that sub conscious state where our mind relaxes to a greater extent daily... In this process a normal human mind reviews all the events happening to it since a long time i.e the congnitiive abilities like thinking analysing judging etc happen ... In this phenomenon people try to talk as if in a normal conscious state

When I'm obsessively thinking about a certain issue or situation during the day, I find that it can carry into my sleep if I am still thinking about that topic.

Sleep talking, or "somniloquy" is a form of parasomnia. 50% of children aged 3 to 10 carry on conversations while asleep, and about 5% of adults too. Sleep talking can occur completely by itself and be totally harmless, but it can be caused by sleep related disorders, emotional stress, certain medications, fevers, and substance abuse. Some studies also show that what you drink during the day (cola, tea, etc.) could be linked to how much a person sleep talks, and also the amount of exercise and sleep you get each day and night. If your sleep talking occurs suddenly as an adult or if it involves intense fear, screaming, or violence, then you may like to consider seeking professional advice. If it is disturbing your sleep, or someone else in your home's sleep, then seeing a doctor might be a good idea.

Talking in your sleep is speaking while asleep without knowing about it. This used to be called somniloquy. Sleep talking is a type of parasomnia - an abnormal behaviour that takes place during sleep. Sleep talking seems to affect men and children more than it does women.

I talk in my sleep because I'm dreaming about things going on in my life that I'm still thinking about after going to bed. I normally argue with myself, which shows I could be angry with myself at that moment in time.

There's no particular scientific reason for it. Many children do, and some people carry it into adulthood. There's nothing typically wrong when a person speaks in their sleep.
The only time there is cause for concern in people with sleep talking is when they have night terrors or any kind of abnormal night disturbances.
Some people may experience sleep talking from stress or other types of mental discrepancies.
