It's completely normal. Scars itch due to either new cell growth or an infection. Often times, when cuts heal, the tissue layering is inconsistent. Due to this, more layers are needed. That's where the itching comes from. If the itching is more severe, it may be a sign of infection.

Part of the scaring/healing process. The skin also may not have formed completely, leaving irritatable skin. The sun/heat/coldness/dryness can also cause them to become irritated.
