It is normal to feel a high after cutting. To the best of my knowledge, cutting can produce endorphins. In contrast, activities like exercise or listening to music can produce the same kind of endorphins. Cutting in itself can be harmful to your health. The cuts are open wounds. These wounds can expose you to a risk of infection if not treated. There's also the chance that you could cut an artery. It could also potentially cause scarring. Activities, like walking or dancing, which produce endorphins naturally can be both beneficial to your physical health, and your mental well being.

Yes, it is normal, for cutting yourself releases adrenalin that heightens your sensations. Thus, you can feel a little high, or even feel some kind of euphoria.
