Yes. It does. Anything done with the intention to hurt yourself counts as self harm, even if it seems trivial and free from consequences.

I'm not an expert, but in my opinion I think it's the intention behind the action rather than the result that makes it self harm

Yes. In the end it's the intention that matters, not the action itself. Thoughts are the most powerful aspect of yourself. If you intended the give yourself pain or any sort of negative feeling, any sort of 'punishment' so to speak, then it is self-harm. Self-harm is about harming your SELF, not just your body.

Anything that you do that causes physical pain is still Self-harm. even if you don't bleed. Scratching is still creating an unsafe release from the situation you are currently in. If you have never cut then by scratching it can accidentally go deeper than you wanted and then you may end up cutting instead of scratching. you can always try finding safe coping methods to the urge to scratch. I myself didn't want to say scratching was SH till I talked with someone and they told me that it is classified as SH. so if your goal is to not Self-harm then you need to look for other safer ways to release emotions. Like writing poems or going on a walk. Also, it is great to have a counselor to talk to who can help find coping methods that are safe. Stay strong, you can fight!

"the intentional, direct injuring of body tissue most often done without suicidal intentions" So in technicalities, yes. Scratching yourself (if meant to actually hurt yourself) is self harm, regardless of if you bleed or not.

Self harm is a form of hurting your self intentionally, this can be any thing. If you are scratching yourself on purpose and you know you are, this is a form of self harm; it doesn't have to bleed.
