You have already answered your own question in your question. You want to be with her, which means she is worth forgiving. You can be mad and share that with her, and help her understand things that upset you. But also be forgiving because we all make mistakes and we heal through forgiveness. If it were you who made the mistake, what would you hope for her to do? What fear do you have around forgiving her, that it might happen again? That she doesn't love you? If you know that she loves you, and you share this experience together, you can support eachother through the pain of it and become closer because of that. But both parties need to be willing to support one another. So this is your chance to find out if she wants to be with you as much as you do with her.

I think someone acceping a kiss from someone and using the fact that she didn't kiss them, but just didn't 'pull away' is the same thing. This doesn't seem right, fair, or loyal. That being said, if this was a isolated incident, they seem apologetic, and you want to be with them; I say it's at very least worth the thought. The main thing to be thinking of in a situation like this was the relationship as a whole, was it positive? Was she toxic? What do you think the situation could've been if it went longer? Do you have a future? I recommend giving this some thought before you make a decision based off emotion. :)

For me it's an area that I could not move on from in the relationship as I would always have doubts going forward with them. Has happened in the past and I was left with low self esteem in the relationship and felt stuck. Why did they do this in the first place give the impression that they where open to the kiss.
