If I cry, does it still count as a panic attack?

No, it doesn't. Crying is more like being sad or depressed. Good question though and happy to help :) But some people say it just depends on the situation, are you having a panic attack and crying? Then maybe it does. Everyone is different and does different things than other people. You just have to listen to yourself, is that what you feel that it is or not? And it is always good to ask questions so good job!! Like I said good job for asking to clarify. For me though if you asked me or depending on the person I am, it doesn't!

Of course it does. Panicking often brings back memories of the awful things in our lives. It is natural for one to want to cry, and even more natural for them to do so.

No. I don't think it does. A panic attack is when you feel an overwhelming amount of emotions at once.
