If you are not comfortable with your gender or if you you do not have the gender in reality from your brain, it means that you are not satisfied with your gender, you want to be another gender. The gender that you want to be, or the gender in your brain is what you are.

Your gender is decided by what you feel comfortable identifying as, not by whats between our legs. If you were born a girl, but you feel like a boy, then you can identify as a boy.

A good way to figure this out is by experimenting with pronoun usage, clothing, and the way that identifying as another gender makes you feel. If it makes you feel comfortable/safe/at ease to identify as another gender, that's a good indication that you are, but don't feel weird about changing your gender/pronouns all the time - it's a process.
