The concept of good touch and bad touch is important. While your father might not have bad intentions, your comfort is important and even family must respect each other's likes and dislikes.
It seems that your father may not be respectful of your personal boundaries. In this case, the best thing to do is talk to your mother and share how uncomfortable it makes you feel. If you still don't feel like there has been a change, you could always discuss it with your father directly (but politely) that you don't like being forced.

I strongly believe we are all in charge of our own bodies. If you feel uncomfortable with your father embracing you, you have that right to say you don't want it. On the other side of the coin, your dad seems to want to show love and care for you. We all have our own language to how we show affection. For your dad, a way he shows love towards you is with touch. I think it's great you have told him you don't like it. I would say continue to tell him but also try and incorporate other ways for you both to show your love for one another.
