You need to speak to him about It and speak with your sister as well. See if the idea works for everyone. If he has an issue with it, explain to him your reasons for wanting to move out. Maybe compromise with visiting him once a month or whichever works for you. The key is patience, understanding and love. You are family after all. If the situation escalates to him being irrational and choosing not to understand, try to have both you and your sister speak to him together. You can also try this approach first. Good luck and have a great move!

It sounds like you and your sister are really close, which is great! I would suggest that you talk to your sister about trying to have a meeting with you and your dad about the possibility of you moving in with your sister and see what his reaction is. Try to make sure the meeting is somewhere neutral like a coffee shop, or a favorite restaurant where you know that you are all able to walk away if you need to take a break from the conversation, or if you feel that it would be better for you to leave right then and there.
