I am sorry your mom passed away. If you are thinking of getting a tattoo to remember her, you must love her and miss her very much. From what you say, it seems a bit unfair, given the circumstances, that your relatives would say no to you and yes to your sister. I am sorry that happened to you. Even if it were just matter of age, it must have hurt your feelings.
When I lost my dad, and my grandma, a friend said to me, go and secretly buy something that is really special, something that makes you think of them when you see it. it doesnt have to be expensive or big, but it needs to be something you can use, wear, or keep close to your heart. Dont tell anyone what it is for, if anyone asks, say it's "just a little present from a friend". The friend being your mum (my grandma, my dad), but no one has to know just yet. When you are ready maybe, later on, you can say to people you trust that this is what you got to remember your mum. Whenever you look at it, touch it, wear it, it will be you and your mum's secret.
In two years, you'll be 18, and no one can stop you from getting a tattoo anyway. Meanwhile, that can help you stay close to your mom, and then you can keep it AND get a tattoo.
I got binoculars to feel close to my dad, because he always had some with him, to look at boats in the distance, and very strangely, I got a... small cinema projector to remember my grandma. I have done countless little cinema nights with a makeshift screen, and everytime we watched a film, I had a mini smile in my mind, saying hello to my grandma in secret. The projector never broke down. In 11 years. And everytime I grab the binoculars to try to spot wildlife around, I think of my dad.
 My closest friends know what the binoculars are about, they know what the film nights represent, but we dont have to mention it. And it makes me feel better everytime. I know, and they know. And my dad and grandma, they know too. I can feel it.
