Well, it's very interesting question.
This world is complicated.
It's not 1+ 1= 2 like math.
It has many problem and many answers.
It's up to you to decide it's a problem or not.
IF you think it is a problem, it is.
If you think it's not a problem, it's not.
So the point is , if you ever wonder if it's a problem, just try to solve it to see.

If it feels like a problem, treat it like one. Tackle it as if it was a problem, and if you find that it's not, it's okay to treat it more casually. That's infinitely better than putting it off. Sometimes that extra time can make a huge difference.

In my oppinion you can be sure that its a problem when the "problem" prevents you from feeling good or if it prevents you from doing something you would otherwise do.
