Really depends on where you are, online! For example, tumblr can feel like you're shouting into the void sometimes. In my experience, it works best to find small communities (like a tumblr tag or a forum). In small groups, you're more likely to remember the people you meet and get closer connections.

Um... you have some options, I guess.
You have this site meetup.com , where you can find people with same intersts and go to events together.
Then you have chatrooms, just type "chatzy" and then something you like such as videogames or music, you'll probably find some chatrooms with just google and I don't know other options. I suppose you can also talk to people through kik, whatsapp and such but first you'd need their contacts.

I made quite a lot of online friends by just complimenting them. Not in a creepy way just by saying "Hi, I really like your account" and then you just continue talking. Instagram is s great place to make friends with similar interests. A lot of people leave their DM's open so you can message them with anything (as long ad it's appropriate)
