I think parents, teachers, and others do not help make it stop because they may have other distractions or they think that you can handle it or it will make you grow as a person. However, this is not a given.

Over the course of time I have witnessed incidences of bullying among children ages 13 and younger mostly boys. bullying was a type of control at the time of incident a new toy was a weapon for demonstration. A overnight stay at a friend's was just when boys would rough house with each other. At school picking on the same person in front of others to be tough. Why didn't any adult infer a word or two of compromise. I think that adults choose to listen to situations without interfering because they want the child to resolve the problem on their own similar to turning the other cheek. Just think about the feelings someone is having when they are given a slap or two, an unkind word, teasing and no one understands how to end it. The best thing is to have a safe place to go and have friends who are on your side.

I believe part of it is because adults don't realise the severity of bullying, and it's consequences on teenagers. Sometimes they "forget" how vulnerable people are at this stage, in addition to the fact that each generation is different with its coping mechanisms.
Some may even believe it's a normal part of life or that it builds character.
