They might be trying to encourage the victim to learn how to defend themselves or handle situations like such due to the fact that you could encounter them again at any given point in life. Or maybe they just don't know how to help because of knowing from experience that bullies tend to be stubborn and not stop..

Nowadays lots of people think bullying is just joking. You have to make clear that those people are actually hurting your feelings and making you feel bad, and they are not your friends teasing you.

Because they think it's normal getting bullied, like mainstream. They dont exactly feel how getting bullied feels like, they dont know the pain that's why they dont care. They listen to you but actually, they dont care. Thats life I guess.

Because some people are ignorant. We live in a world where unfortunately we have to learn to be strong in ourselves, and sometimes when people at school & home won't help, this site will help you find confidence in yourself, or at least provide someone to talk to for a while.

They may not think it's a big deal. Or what they vision bullying is, may not be what is actually happening. Some parents might not know what to do, or how to handle it, so they brush it off. Teachers might be busy and not have the time to take care of it. Others might also won't know what to do. If the bully doesn't get in trouble often, people might think the victim is lying and not believe what the bully is actually doing. And some people might not care, it depends on the person (that is just a possibility, I don't know the situation or the people)

When somebody is getting bullied it may seem that the others around them do not help yet they make it worse or make no impact. However teachers and parents do try their hardest to stop the problem. It may not seem it but they also want it to stop as much as the person. They just might not understand how to stop it but they try their hardest because they care about how the person feels. It is very hard to make it stop completely because it is the bully themselves that needs to make it stop. But parents and teachers do try their best however they can not make it disappear.

I think that one reason is because they don't really know what to do to get it to stop. Becasue of that it is easier to ignore it, or say that you will go back to the issue
