Bullying really depends on what REALLLY offends you or not. If it offends you and the person keeps doing it, it's definitely bullying. If it offends you and the person stops, it might have just been a boundary cross by mistake. If someone is constantly offending you or crossing your boundaries, it's considered bullying

I think that you know the answer. If you are feeling mistreated by your peers, by your teacher, employer constantly and it keeps causing you constant distress, then it's bullying. Bullying is a form of aggressive behavior in which someone intentionally and repeatedly causes another person injury or discomfort.

Bullying is an act of aggression towards a person through verbal or physical, even cyber. It is when a person seeks to harm or intimidate another person to assert dominance. If someone bullies a person, it may count if the other person is being abused through verbal, physical, or even cyber. Not to be confused with teasing, some teasing can be easily stopped if the victim asked for them to be stopped, however, bullying may not stop and may become more serious as time passes by. Another to count bullying is through the means of invading someone's privacy without their consent, this can be used to blackmail them so they can manipulate the person's life or even spill out the personal information and be a victim of shame.
