Talk about things you probably have in common! Music, books, TV shows, etc. If they don't engage in any of these, try recommending some! Maybe you can bond over funny jokes or puns. Ask what they're doing in their life, and sound interested in it, even if it isn't really ;)

Start with an obvious interest of his/hers. Give him/ her a complement. invite them to hang out without seeming desperate, thereafter you'll have something to talk about, and possible chances to hangout again and build up on more things to talk about. meanwhile talk about your interests, your opinions on similar interests, what you are currently doing for example studying, working e.t.c
