It is not about what you are able or not able to talk about, but it is more about the way someone expresses feelings, thoughts and ideas. In my experience, talking about the weather wasn't a great subject. If you're not that close to your crush, get to know them! Ask about their family, their life, their hope for their future. Once you get really close to them, you can start asking them questions which will really engage them in conversation. These questions may seem very weird to you but they will strengthen your relationship. For example, would you rather questions. This is because it will set you aside from the other people your crush talks to. When your crush thinks about you, he/she will think about the unique questions you asked which will keep you in his/her mind for longer and make you stand out from the others.
