It depends on what you mean by "hope." Let your partner go and find the independence they need. Realize that when they do, they may have changed into an individual that no longer makes the two of you compatible. Especially in your early 20s, a lot changes. You might find out that in the next few years, you no longer would want to get back with this partner. Let time takes its course and tell you.

If you are ready to commit and he is not, than it's better for you to try moving forward. But if we would like to focus on other things as well and not relationships than let time past. But also keep in mind that you are not sure if he will actually be single after the growth and independence he is looking for is found. Or whether he will ever be ready to be committed. Best to move forward in areas in your life. Focus on you and move forward for now. Time is precious and it moves. So ensure that you move with it.

It depends on how you still feel about her. You were very young when you first met and when you went off on a break so the feelings can change. It depends on your feelings.
