Just be honest with them. Tell them that you are not interested in being with them. If they ask why then be honest, but usually you don't need to say anything. in time they will realize that they deserve to be with someone who wants to be with them.

Think and plan out the kindest way to explain things, avoid cliches like "it's not you, it's me" and be very calm when explaining.

If you make a promise, tell them that you will do this & do that and be there for them, making them have so much confidence & trust in you, then you forget them.. by not doing what you made them believe you would do for them. It's one way to really let someone down easily, and also the very harsh way.
