Because you're trying to figure out a solution to something that you don't have much control over or trying to work through future scenarios and the feelings attached to them. It will only cause you more worry and will take up so much of your energy and will not get you anywhere. Accept what happens/ed and focus on what you're doing now and how you can work towards what you want and be happy. It's difficult to let go but make the decision to leave it behind and gently remind yourself to stop thinking about it whenever your mind brings it up.
Sometimes it's hard to think outside the box so our thought process turns into this endless cycle. Instead of trying to come up with new thoughts, we go back to what we originally thought about because it either makes sense, is easier, or we just are stuck and have no where to go. We can think in circles with work, relationships, family, even money. "I can't stand my co-workers, but I love the customers... But I hate my co-workers." Or "I love my boyfriend, but he frustrates me to the point I can't stand to be around him... But I love him." etc. It's hard to get out of the box. Just takes some practice.
Because you've yet to find the answer. Your mind will continue to think in circles until you have a solution to your problem.

Our minds like patterns and sometimes can get stuck in a little rut when thinking about something intense or worrying. The best way is to distract yourself - think about things that you enjoy, a favourite song or novel, or a friend you enjoy talking to and try to engage in those. If your brain is going in circles when you're trying to fall asleep then try reading a bit of a new book, or look up some cute animal pictures online. There are a lot of things you can to help your mind out of bad patterns.

You can't stop thinking in circles because you have a lot on your mind to sort out and when you try to ease one, may result in ineffectiveness to other problems you have so you're in circles figuring out a way out.

I couldn't stop thinking in circles because of so many things going on, and the past keep circling over and over again and it was rough. But I overcame that.
