You can never force someone to move on. It is something that is done over time. Moving on isn't a 1 day thing. Moving on takes power, moving on is very hard when you love someone. And if you are asking this question I'm guessing you have already tried getting this someone to move on. Try telling him/her that you just aren't feeling this anymore, and that it just isn't the same. Dont tell him/her that you don't care or that you don't love them, just say you don't see this going any further. It will be hard for the person to handle, but it should help.

There is no way to make someone move on physically. Best way is just to make sure not to give that person any hope and let that person move on.
Unfortunately you can't. There is nothing that you can do to make them move on it is something they have to do for themselves. However there are small steps that you can do to make it easier, for example not contacting them so much (this can give false hope), they can meet new people, you could encourage them to meet more people.
Feelings for someone are instinctive. We can neither compel somebody to love us or forget us. However, the best way is to talk the things out.
However, if such thoughts perturb too much; one should consult a therapist.
