Possible bug with growth points and paths?

So, this user has 0 Growth Points, and same user is on step 460.A bug?
On username hover in group chat:
On profile page:
My profile page, notice things marked with red. That same user doesn't have anything where is my "Hopeful Heart 3". There is just info button.
