My paths were unlocked for me, and now they're locked again...

A couple months ago, my county said it "upgraed" my account and gave me access to all the specialized growth paths available. I was apprehensive about taking one, since I didn't know if there was still a charge, but I finally took one a few weeks ago, the stage 2 basic path about acceptance. Now I want to choose a different, more specialized one, and now they're all locked again. What's going on, and how can I get paths unlocked for me again like they were before? I can't afford to buy paths.
