It's private because this one would only be accessible to you, and no one else can read them.
The public journal, I think is the same as the community we are currently interacting in.
You can create a forum diary here for yourself, which is accessible for others to see/comment/support etc.
(You can mention in your public forum journal space too though, if you prefer no comments or something like that)
