Add guideline about no advice or questions?

So I often see that there is advice or questions, even if it's directly not asked for. Considering how important it is to avoid this and that it's such a common mistake in the circles, would it be an idea to add this to the written guidelines as well? (It's already a rule, but it's just not implemented in the main guideline list.)
