What the beak do I do?

I have had agoraphobia for a few years now. So I went to get treatment on 7cups and YES my insurance covers it, but to allow me to to get help for my agoraphobia (I can't travel) the doctors says I have to come in to their office before I they will cover my 7cups therapy. How can they ask me to come in if they know I can't come in, in order to get help??
