What’s your opinion when your ex says his “ new girlfriend “ for one and half years are” not together “ and “not a couple, I swear “ really this is a grown man. Why the secrecy?

Exactly .... what is the secret about ...

does he think he still has a shot with you    or  perhaps his ego says you would be crushed to know he has moved on.... not very mature in either case 

sounds like he still likes you and thinks if He is just "friends " with someone... you might be willing to give him a shot again.
