No, members can not make a group chat. You are welcome to join one of the existing rooms. You can communicate with others in the forums, and you can start a thread for a group over here -

Who can make group chats?

I think only admins can make group chats, possibly ambassadors. There are many chat rooms already, most are just popup though, some of these are open on a weekly basis and some are less frequently used. 

Is there private messaging?

Yes, Listeners can chat with listeners and members. Members can only chat with listers. Teens chat with teens, adults chat with adults. Adult listeners who have gone through a process to become an 'Adult Teen Listener' ATL can chat with both age groups - members and listeners.

Can anyone be a listener and how?

Depends on what you are looking for. Many listeners will have casual 1-1 chats with members (not all are open to this). You can chat in the forums with people. Member Community Room is the group chat for lighthearted topics. There are also games that run sometimes in the group chat rooms.
